Putting And Sizing A Top Menu Bar Correctly, size not matching board size.

I would like to put a DHTML horizontal menu on top of the forums globally.
Here's a pic of what I want (yellow part is DHTML menu and should be accessible all the time from wherever you are in the board)  Now, 2 questions. 1. I tried using <div> code to put the DHTML menu on top but it spreads to 100% across the board. The problem is, I have set my board width at 85% in the CSS. How would I go about matching the DHTML menu width size with that of the board? 2. I don't think I need to but, if I do it like question#1, I would not need to use Tables or Frames since the DHTML menu is embedded together in the Board Wrapper? Thanks.

Just place the div within the ipbwrapper div in the board header & footer wrapper...
